The Town of Victoria Park and Main Roads WA are collaborating on a new Urban Road Safety Program (URSP) aimed at implementing low-cost road safety treatments to reduce the likelihood of fatal and serious injury crashes in areas selected by MRWA due to their higher-than-average casualty crash rates.
This initiative involves the installation of mini roundabouts at five intersections within the Fletcher Park Precinct in the Carlisle neighbourhood, and speed hump plateaus at two locations each on Swansea St and Hubert St within the Mint St Precinct in East Victoria Park.
Additionally, the program plans to construct raised plateaus and mini roundabouts at six intersections within the Raphael Park Precinct in Victoria Park, which forms part of a different stage, planned in the 2024/2025 financial year. This road safety initiative is fully funded by Main Roads WA.
Type of Road Treatments
Mini roundabouts, raised platforms, and speed hump plateaus are effective, low-cost means of reducing traffic crashes on local roads. These treatments eliminate the need for road widening, land resumptions, and service relocations, significantly reducing construction costs and time.
Mini Roundabout
Mini roundabouts can be installed within existing kerb lines where a traditional roundabout may require extensive intersection widening and reconstruction. This treatment requires the vehicle driver to moderate their speed on approach to and through the intersection. Mini roundabouts also discourage vehicles from traveling in a straight line, which can reduce speed and crash severity by 79%.
Raised Safety Platform
A slightly raised area across an intersection can reduce the speed vehicles can comfortably travel through an intersection on all approaches. Research undertaken for Main Roads confirms this treatment can lower vehicle speeds and the severity of right-angle crashes. The raised safety platform shown has ‘shark teeth’ markings to signal to road users that there is a change in the height of the road surface.
Mid-block Speed Hump Plateaus
Mid-block treatments are designed to reduce vehicle speeds and discourage non-local through traffic, while improving amenity.

FAQs
How were the treatment locations selected?
Treatment locations were selected through discussions with Main Roads WA, focusing on intersections with a significant crash history. It should be noted that these proposed intersections often get overlooked due to competing priorities with intersections on higher order roads.
Can my street be considered for inclusion in this program?
If further funding is made available under this program, future locations will be selected based on crash patterns within a similar small local area.
