State Street and Albany Highway Intersection Upgrade

Project Background

The State Street and Albany Highway Intersection Upgrade will address critical safety concerns for pedestrians and improve the overall street environment for all road users.

The upgrades were initiated in response to:

  • Community Concerns and Risk Assessment: Following pedestrian safety complaints, the Town’s traffic engineers conducted a risk assessment and identified areas of improvement.
  • Draft Albany Highway Precinct Structure Plan (AHPSP): The AHPSP Public Realm Strategy highlights the need for a safer crossing near Victoria Park Hotel and adjacent active edges.

To complete the upgrades, the Town has received Federal Funding from the Department of Infrastructure, Transport, Regional Development, Communications and the Arts in support of this project.

The upgrades align with the Town’s Public Open Space Strategy and the Integrated Transport Strategy. The project is also part of the Town’s Old Spaces, New Places subprogram, that looks to identify locations across the Town that can be renewed and upgraded for greater community benefit. 

Scope of works

Construction will commence in mid-2025, and will involve a partial road closure with detours in place for approximately six weeks while works are underway.

The project will involve the:

  • Introduction of a raised plateau, to act as an effective traffic calming measure, encouraging vehicles to slow and give way to pedestrians. 
  • Relocation of the formal pedestrian crossing and modifications to on-street parking, with lighting and signage to create a safer and more pedestrian-friendly area.
  • Integration of Water Sensitive Urban Design (WSUD) elements such as tree planting and rain gardens, contributing to urban greening and improved stormwater management.  
  • Widening of the verge brick paving area on the east side of Albany Highway – a great benefit for pedestrians and businesses (i.e. potential to widen alfresco area).
