Higgins Park is a mixed-use recreation space for football and cricket, along with a playground, barbecues and clubrooms. A masterplan has been developed to guide the short- and long-term revitalisation of this popular community space.
The final masterplan was approved at the December 2020 Ordinary Council Meeting and the Town is now working towards implementation. The masterplan is a 10 to 15-year roadmap which sets out the future plans for the area and will be undertaken in stages to get to the future state of Higgins Park and Playfield Reserve. Currently, we are progressing the lighting upgrade component.

Current phase: Lighting upgrade
The Town is currently advancing the lighting upgrade component of the masterplan to improve lighting/visibility to formal and informal recreation areas. This upgrade will assist the Town in its ongoing commitment to a safe and dynamic night-time environment for the community, and further benefit those who use the park, including clubs such as Victoria Park Raiders Junior Football Club, South Perth Junior Cricket Club, and Carlisle Windsor Cricket Club, who may use the park in the evening for training and games.
Funds of $1,040,000 have been allocated for the lighting upgrade in the Town’s 2022-23 Annual Budget.
Latest updates
- The final masterplan is currently undergoing a sporting field lighting upgrade.
- The Town successfully acquired additional funding for the lighting upgrade with a $210,000 CSRFF club lights grant to assist with the total project cost.
- The contractor Stiles Electrical was successful in their tender to deliver the upgraded sports lighting at Higgins Park. This was awarded at the July 2023 Ordinary Council Meeting.
- The works will be undertaken with public safety as a priority and as such all trenching will be backfilled and grass turf reinstated everyday, so no hazards exist.
- The works will have no impact to the Victoria Park Raiders Junior AFL competition. The club has been updated and will be kept up to date while the works progress.
- From August to December 2023 the majority of the works were successfully carried out, including installation of cable pits and conduits, construction of pole foundations and lifting the new light poles into position.
- Final tasks include installation of electrical cabling and commissioning from Western Power. The Town expects all work to be complete by mid-May 2024.
