Joe Higgins (1908-1990) was a Perth City Councillor from 1955 to 1987, becoming a Freeman of the City of Perth.

Irrigation issues
Please be advised that we expect a period of not-so-happy grass at Higgins Park across February and March 2024 due to an electrical fault in the irrigation system.
Replacement infrastructure is on the way and we expect the issue to be resolved by the end of February.
Once the system is back up and running, our parks team will give Higgins Park some extra care to help the turf recover fully.
