The Town has proudly secured a $2.2 million Lotterywest grant to support the redevelopment of Edward Millen Park.
The $8.1 million project aims to deliver accessible and inclusive park facilities with a focus on supporting people with disabilities. The redevelopment will be constructed alongside the heritage restoration of Edward Millen House, transforming the area into a vibrant entertainment and recreation precinct for the entire community.
The Lotterywest grant will help fund two key elements of the park upgrade: a fully accessible Changing Places toilet block, and a purpose-built playground for neurodiverse children, designed in collaboration with the Autism Association of Western Australia.
The playground will be named the Mildred Creak Playground, in recognition of the site’s history as a centre for the treatment and care of neurodiverse children, where pioneering psychiatrist Mildred Creak established the diagnostic criteria for autism.
The Council-approved $8.1 million project budget includes municipal funding from the 2023-2024 and 2024-2025 financial years, a $2 million contribution from Blackoak Capital (as part of the Edward Millen House redevelopment), and a future WA Treasury Corporation loan. Securing the Lotterywest grant significantly reduces the Town’s reliance on external borrowing, easing the financial impact on ratepayers.
